Impoverished women are usually the most economically marginalized people of society. Low income women are also among the core participants of the informal economy of Indonesia. In most cases, women make money through small businesses, roadside operations, cleaning services, and other activities of service. On February 14, 2011, the 8th Country Programme Action Plan (CPAP) was signed to serve as a guideline for UNFPA Indonesia in partnership with Government of Indonesia. This plan consists of three key components which are reproductive health and rights, population and development, and gender equality. Although this fund will only be receiving four percent of the loan, with a total of $100,000,000 change is possible. This program will work both centrally and sub nationally through strategic building of national policies in order to promote gender equality. On the other hand, the United Nations Population Fund (UNFPA) is an international agency that promotes the right of every woman, man, and child to enjoy their life of equal opportunity. This fund supports countries that use population data for policies and programmes in order to reduce poverty and ensure that "every pregnancy is wanted, every birth is safe, every young person is free of HIV, and every girl/women is treated with dignity and respect." The UNFPA's motto is "because everyone counts" and this reflects the correlation between each MDG and by achieving one goal it leads to achieving another.
