Building Global partnerships
Indonesia has managed to develop open, rule-based, predictable, non-discriminatory trading and financial systems. Significant progress has been made in reducing the ratio of foreign debt to GDP from 24.6% in 1996 to 10.9% in 2009. Indonesia is an active nation of international forums and is committed to build successful partnerships with multilateral organization as well as bilateral organizations. Although Indonesia has benefited specifically from close collaboration with the international community and finance institutions, there is always room for improvement. According to the UNDP, "The Jakarta Commitment was signed with 26 development partners in 2009 to provide a roadmap for all conceded to improve cooperation and management of development assistance in Indonesia." This means that Indonesia is committed to refining its management in order to achieve this goal. In addition, the private sector of Indonesia has made major investments in the communications of technology sectors and access to hand phones has increased dramatically over the past five years.
